This is an open letter to Digicel and LIME.
I, as well as many others, have been in the situation where we have been trying to make a call and are only getting through to the recipient's voicemail, finding out in short order that the credit is all gone and we have not got through.
I believe that when a call is placed and it is directed to the recipient's voicemail the charges should be significantly less than when the person answers.
Calls are directed to voicemail for various reasons, many of which, if investigated, will show that it is not the fault of any of the customers.
When one places a call and the recipient is an area with low or no reception, then clearly it is not the fault of the person placing the call, so why should that person be the one to be penalised?
Also, if the recipient's phone is damaged or turned off any call placed to that number will definitely be directed to voicemail. Again, this would not be the fault of the caller. Equally, if the call was to be rejected by the person being called the same result would follow.
In all the instances mentioned it is the caller who is charged. One could suggest that when it is the recipient's fault, then charge that person, or if at all it is the fault of the phone company no one should be charged.
I am certain the technology exist to allow the phone companies to charge less for the calls directed to voicemail and this is something that should be looked into with a view to implementing it.
