I recently heard a proposal by Senator Ruel Reid to put the youth and culture portfolio in the Education Ministry. While I am of the view that the Good Senator is really thinking and that he might be on to something, it is my opinion that he has, once again, fallen short in analysis of the various issues that confront the young people of our society.
It is easy to say merge the two ministries because it is the young, for the most part, that are in pursuit of knowledge to educate themselves. But I believe there are many other factors to consider before a decision can be made to merge the two ministries.
Many of our youth, because of the various circumstances, be they due to nature or nurture, have found themselves in the situation where they have become members of a crime syndicate in order to take care of their families, make ends meet and, in some cases, to even stay alive.
Some have decided to use the knowledge gained at university or college to pursue quick wealth and power often by way of illegal activities. In light of this, one could argue for the merger between the security ministry and youth. But is this practical?
Many of the young in our society are also misguided and require social intervention through community fora, the promotion of sports competition, beauty pageants, and community workshops. All these activities are governed by various government agencies, community-based organisations; the Social Development Commission and Sports Development Foundation to name two.
If we reflect on those youth who have not finished high school and have found themselves in the situation where they require special assistance from the Ministry of Labour and Social Security in the form of welfare, are we to merge this ministry with youth as well?
I am of the view that the many arms of government need to be more intertwined and integrated instead of one area seemingly not knowing what the other is about and don't seem to care if their actions affect the other.
The youth need their own engine to move their agenda forward and see to the success of all their interests. We need such a ministry to conceptualise a vision and perform in such a way to ensure that it becomes a reality.
