In March 2014, when Minister Peter Bunting and Commissioner Owen Ellington were moving to merge the Island Special Constabulary (ISCF) and the Jamaica Constabulary Force, I wrote a letter outlining the reasons the forces should not be merged. However it was never published. Had it been, maybe they would not have merged the forces and there would not be so much problems affecting shoppers right now.
The ISCF was keeping the town centres in a way where shoppers were able to shop unmolested and they would remove the illegal vendors. The mayors and councillors islandwide know this and they all stood by and watched without saying anything -- maybe out of fear of party backlash. Things are now coming back to haunt them, including this present commissioner, who was a senior rank officer in the force at the time.
The town centres are now out of control and the vendors have taken over fully. Right now, for Kingston, in the news every day is that vending cannot be contained as every thing seems to be out of control. May Pen, Falmouth, Mandeville, Ocho Rios, Montego Bay, and several other town centres are in the bad state of disorder, and will get even worse over time. Mayors Angela Brown Burke and Scean Barnswell are crying out as they are feeling the brunt of the challenge from higglers.
Predial larceny, too, is out of control and the commissioner is now trying to make it look as if everything is alright. Illegal sand mining and quarrying is taking place all over the country. Things cannot get any worse.
The ISCF is needed back in the town centres to police the areas that they used to. Forget the municipal police; they are not doing anything and are not answerable to the commissioner of police.
