Dear Editor,
The Commissioner of Police Dr Carl Williams said: "We also want to, hopefully, get an amendment to the Bail Act, so that even persons who are not charged for criminal offences can be arrested and bailed prior to charge." This sounds like ill-conceived criminal madness. This is not a police state, and you cannot fight crime with what amounts to illegal, unconstitutional, criminal acts sanctioned by the State.
One does not even have to be a lawyer to see that this does not make sense. This is 2015, not the 1970s when you could get away with things like "indefinite detention". OK, maybe he could be joking again. I sure hope so.
I have now come to the conclusion that the commissioner needs informed and competent guidance.

Could he be joking this time again?
