I have taken note of reports in the media that should the Jamaica Labour Party form the next government, Andrew Holness as prime minister will be making an unprecedented move in a bid to hold the ministers he appoints to account. The move is not only never before seen in Jamaica, but one that stands to go a far way in ushering in a new era of accountability and faithful stewardship in public office. Of course, the announcement is just the starting point, because the true measure and merit of such a move is in actual implementation.
Speaking at the Jamaica Stock Exchange’s 2016 Conference on Tuesday, the Opposition leader said, among other things: “Every minister in my Government will be given a consequential two-and-a-half-year job letter, setting out their key performance targets as drawn from our Manifesto towards economic growth and job creation, for which they will be held to account. Additionally, immediately upon appointment they will be given their targets of low-hanging, easily attainable changes they must make within the first 90 days of our new government. This will set the cascading example throughout government.”
More importantly, the Holness-led Jamaica Labour Party have started the exercise of ensuring that every ministry of government is aligned and fit for the purpose of supporting the growth and job creation mission. Holness further went on to state that: “they will create a minister of economic growth and employment.”
If the Portia Simpson Miller-led People’s National Party Government were committed to the tenets of good governance, accountability and transparency, Jamaica would be much better off and would have been spared many scandals.
