In my presentation at a Jamaica Constabulary Force Leadership Forum on October 30, 2012, I said nothing about changing the night noise law. What I spoke about was extending opening hours for some spirit licence premises.
On other occasions when I addressed the noise abatement issue, I've always advocated a complete ban on any event which generates noise in residential areas, especially at night. Alternatively, I've proposed the creation of entertainment zones away from residential communities where musical events can be staged. I have even suggested the construction of secure, safe and enclosed dance venues in cities and townships.
I have never ever supported noise of any sort in commercial or residential areas. My only tolerance for noise is that created inevitably by heavy industries (factories) producing goods and generating employment.
