I refer to letter by Michelle Bradshaw in your publication of Friday, November 20, 2015 suggesting that the Jamaica Labour Party (JLP) does not have a development plan. I think that statement should more appropriately refer to the People’s National Party (PNP) because it is they which never had a plan.
Coming up to the 1962 election the Norman Manley was asked about his development plan for the country, his reply was: “The horse knows where it is going and the rider is on its back.” The then cartoonoist of The Gleaner, the late Leandro, published a cartoon of a man riding a horse backways.
Sir Alexander then coined the slogan,“Follow the man with the plan” because the JLP had a development plan. That is why the first 10 years of Independence was such a resounding success under the JLP.
Then Michael Manley was questioned about a development plan, his answer was that he would have made one after he got elected; that never happened.
The JLP has a 20-year development plan which the PNP paid no attention to when they assumed office.
When they scrapped the education segment of it the outgoing education minister, the late Edwin Allen, would not be silent, he raised such a stink that the PNP set up a commission of enquiry to examine the education plan. To this day the contents of the report have not been disclosed.
The JLP always has a plan and this time around will be no different.
