It is a most intelligent move that Commissioner of Police Dr Carl Williams has made to have relevant higher education for members of the Jamaica Constabulary Force. At this time the benefits of such a move cannot be denied.
I must, however, add that the character of recruits and emphasis on knowledge and practice of police laws and duties — including the level of civility to members of the public — is seriously lacking in too many members, from the rank of constable to the gazetted ranks.
